Bring water to a boil over high heat, add sugar and mix while it melts, about 1 minute. Remove from heat, add cinnamon sticks, cover, and let steep for about 30 minutes.
Discard cinnamon sticks.
In a mixing bowl combine cinnamon-infused simple syrup and rice milk.
Fill six ice pop molds. Place in the freezer for about 4 hours or overnight.
Sprinkle with ground cinnamon.

I used vanilla rice milk for this recipe, making these paletas dairy free, quick and easy, and it also avoids any settling or separation when making paletas.
